BEIJING, April 28 (Reuters) - Chinese authorities have arrested about 10 people in a central China city for taking part in riots protesting against a nationwide ban on all forms of direct selling, officials said on Tuesday.
In Zhangjiajie city in central Hunan province, out-of-town sales staff of direct selling firms fled rioters and were escorted to the train station in trucks, a city government official said.
Protesters took to the streets to demand refunds from direct selling firms for goods they were stuck holding after the State Council, China's cabinet, issued a ban last week on all forms of direct selling.
"Last night I still saw more than 200 people outside a direct selling firm demanding refunds," the city government official said.
Some demonstrations turned violent and more than 10 people had been injured since last Thursday after protesters went on a rampage, smashing shops and cars, a local propaganda official said.
"Up until now, there have been two demonstrations involving 500 to 600 people," the propaganda official told Reuters.
The Zhangjiajie city government has issued a circular calling for authorities to "mercilessly punish" rioters, the official said.
It was unclear if any of the injured were sales staff of direct selling firms.
The government banned direct selling, citing widespread pyramid selling and other get-rich-quick schemes.
Official newspapers have published a barrage of reports on bogus sales schemes which duped unsuspecting consumers into spending their life savings on over-priced, low-quality goods.
In Hunan province alone, over 60 illegal firms had shut down and direct sales companies had laid off 60,000 of 180,000 sales staff, the official People's Daily said on Monday.
More than 42 million yuan ($5.06 million) had been returned to sales agents, the Communist Party mouthpiece said.
The newspaper said China was not ready for direct marketing and that many firms used the sales technique to trick consumers into buying expensive goods or "to engage in superstition as well as reactionary and underworld gang activities".
Thousands of sales staff have lost their jobs with direct selling firms across China.
The ban has also forced legitimate firms, including U.S. giants Avon Products Inc, Amway Corp, Sara Lee Corp and Mary Kay Cosmetics, to suspend operations, sparking a potentially bitter trade dispute with the United States.
The ban came under fire from U.S. Trade Representative Charlene Barshefsky, who visited Beijing last week to smooth the way for a trip by U.S. President Bill Clinton in June.
Barshefsky said the ban was a "serious matter" and that the United States was pressing China to allow American direct selling firms back into business.
/She said Chinese state councillor Wu Yi, the former foreign trade minister, would meet the U.S. companies this week and that Washington would be watching the progress of those talks.
China has launched several crackdowns on illegal direct selling, closing 570 unlicensed firms and seizing 70 million yuan ($8.4 million) of goods in the last year alone, according to state media.
