【摘要】 高等院校军事课教学是我国国民教育的一个重要的组成部分。搞好当代大学生的军事课教学,对提高大学生的爱国主义精神,构建社会主义和谐社会,最终实现中华民族的伟大复兴具有深远的战略意义。目前我国高校军事课教学没有自己的质量评估体系,没有对高校军事课教学实施评估,存在的“有教学而无考核评估”的状况。在实际工作中,各单位采取应付的态度,要评估也是照搬现在国民教育课程教育教学评估体系进行评估;在评估方法、程序、指标体系等均未预先公布的情况下进行评估,易造成“为评估而评估”的消极行为;课程教学质量评估方案的制定和评估工作的组织没有统一规范,主要由教务处负责,作为人力资源管理专业机构的人事处基本没有参与,使得教学质量评估为了评估而评估,不利于教学质量的提高。针对上述情况,本文从分析高校军事课自身的特点和规律入手,依据高等教育规律,经过系统分析、理性推断和科学论证,参照国内外在评估领域和质量管理中成果,结合目前高校军事课教学实践,创造性地构建了军事课教学质量评估指标体系和评估具体方法和实施步骤。创造性地提出和解决了当前高校军事课教学评估中亟待解决的现实问题,具有较强的实践性和可操作性。对落实教育部、总参谋部、总政治部制订的《学生军事训练工作规定》文件精神,促进高校军事课质量的提高是大胆有益的探索,具有较强的应用价值。
【Abstract】 National Defenses Education in Higher Education Institute is one of the most important parts in the whole country’ s National Defense Education. Aiming at students’ National Defenses Education in modern times will provide a long-term strategic meaning for the students in promoting their spirits of patriotism , constructing a harmonized society, and bringing about a great rejuvenation of the Chinese nation.Nowadays, however, there is not any system on evaluation of teaching and learning quality of National Defenses Education existing in the Higher Education Institute. In the real field, every division doesn’ t deal with it seriously or just follow the steps of the system of the present teaching and learning quality evaluation on education. Whileas without the prior notice of the means, procedures, index system of the evaluation, it will be likely to develop negative acts—evaluation just for evaluation. The formulation of the proposal and the organization of the working procedure are not well organized, mainly in the charge of the academic administration. While the personal department who is in charge of the human resources does not anticipate, thus, the only result is less or no improvement in the evaluation of teaching and learning quality.As mentioned above, by means of analysis on the characteristics and disciplines of military theory on teaching and learning, based on the rules of the Higher Education, via systematic analysis, reasonable conclusion, and scientific proof, combined with the recent achievements in the field at home and abroad, and real practice in the teaching and learning, the essay attempts to construct a new systems of the evaluation index, means of evaluation, and steps in implementing the task. The paper also proposes some measures and solves some burning problems in a creative way, which is easy to operate and can be put into practical use. It is of benefit to implement the spirits of the documents formulated by the General Staff Headquarters and General Political Department, and improve the teaching and learning of the Higher education military courses.
