近日，海南省查处一起特大非法期刊案，一对夫妻7年间非法创办20余种刊物，只上过中学的员工组成编委会“审核”论文来稿，约2万名投稿者交纳版面费超过1000万元。
3月22日，自办刊物有偿发表论文的符莉夫妇，被海口市检察院批捕。
办假报刊收钱登论文
“非法报刊密密麻麻堆成小山，93枚假公章摆了一地，公司规章、员工手册、报刊邮寄单和发票摊了一大摞。”海口市公安局刑警支队副支队长陈淼说，在符莉等人的办公室，干警们惊呆了：在这些假报刊中，仅带有“中国”字头的就有《中国教育科研杂志》《中国医学论坛报》等多种。
据介绍，全国“扫黄打非”办公室去年向海南有关方面下发举报线索，反映《中国教育科研杂志》涉嫌利用非法期刊进行网络诈骗。由此牵出一个隐藏多年、受害人覆盖众多省市的学术论文诈骗团伙。

这个造假团伙得以壮大，还因为单个投稿者涉案资金少，很多人通过论文晋升了职称不愿举报。符莉说：“很多教育卫生行业的作者反馈，论文在他们评职称时起到作用，还介绍同事给我们投稿，甚至要求寄发票报销。”
